Mill Street was the Eastern boundry of Dayton in the beginning. It was the next street east of St. Clair, close to where Patterson Blvd is now. It ran from the river to Third Street. More checking needs to be done, but my best guess is that it later ran along the west part of the canal when it was put in. Either way, Mill Street is now gone, as far as I can tell.

Curt is correct. An 1870 drawing/map shows it more like an improved bank of the canal than a street. An 1887 map shows it right next to the canal on the west. The canal was filled in sometime in the 20's. Whenever Patterson Blvd. was built, it was directly over the old canal and Mill St. at that point.
